Does anyone know Carter carburetor fuel system of a 1940s Chevy Coupe? - carter fuel pump problems

I have a six-cylinder engine in accordance with an 216 carburetor Carter. In a 1941 Chevy Coupe. The engine ran a few months. I noticed the bulb is not overcrowded, and I checked the fuel pump. At the output of the fuel pump seems to run, but perhaps the pressure is not enough. There is a gap in the distributor. What is the part? How it works, I pulled the vacuum hose, which says that low in carbohydrates. There's no pressure or suction, when the vehicle is started fluid. Could this be the problem, or just a weak fuel pump?
